Pictured is the framework for a wigwam lodge designed for larger groups of people, not single family units. In the past, these were mainly used for ceremonial purposes, not living quarters.
But if we're pressed to come up with quick shelter for large numbers of people, these lodges may be one solution.
They can be built with materials found on-site (we hope), and they should provide a superior level of warmth. In addition, we may consider adding earth-berming for additional protection from the elements.
The shape of the structure should offer a degree of protection from high winds, and the small amount of structural material may save our necks in case of the many anticipated earthquake aftershocks.
